The button you refer to is the fast reblog feature, when that is enabled and you tap any of the posts in the main screen you will reblog them after 3 seconds. If you accidentally tapped a post you don’t want to reblog, within the three seconds you can cancel by tapping the post again.

The heart allows you to like posts quickly just like the quick reblog button. You can also enable them both at the same time!
